IPEN
Immigrant Protection & Empowerment Network

IPEN was initiated by Amigos de Guadalupe in late 2024 and established in early 2025 with partners across sectors -  including community based organizations, legal services, health care, schools, faith communities, government, labor, business, and philanthropy.

Together, we are building a coordinated, community-driven network that protects, uplifts, and empowers immigrant families and communities.

Our Mission

IPEN is a network of leaders and organizations working together to protect and empower vulnerable immigrants in Santa Clara County.

We focus on:

  • Improving communication and coordination among organizations and across sectors

  • Identifying gaps in services, resources, and policies

  • Co-creating solutions that strengthen community resilience and access to justice

Our Approach

IPEN works through work groups and collaboration. Organizations and individuals get involved by joining IPEN’s work groups:

  • Accompaniment / Family Support

  • Outreach & Communications

  • Employer Engagement

  • Movement Building

  • Law Enforcement Policy

  • School Leaders

  • Inter-Government Leaders
